In towns, the town board must call a special town elector meeting to have the town electors vote to approve the levy.  See Wis. Stats. §§ 60.10(1)(a)-(2)(a) and 60.12(1)(c). This special town elector meeting is often held immediately following the budget public hearing.

In this meeting the Board will review the 2025 budget and set the levy for the 2026 budget.
