Sanitary District

The Siren Sanitary District encompasses an area along Highway 35/70 from the northern limit of the Village of Siren to the round-a-bout. In addition to the businesses and residences connected to the system within the Town limits the Burnett County Government Center is also connected. 

Governance: A board of commissioners is responsible to substantially exercise all of the powers of a sanitary district. There is no annual meeting. While the board of commissioners is required to conduct a public hearing on its proposed annual budget, the budget is adopted by a majority vote of the commissioners. In the case of the Siren Sanitary District, since the entire district is located within the limits of the Town of Siren, the Siren Town Board makes up the commissioners for the sanitary district.

Meetings:  As with town meetings, Wisconsin Open Meetings Law applies to meetings of the sanitary district’s board of commissioners and their records are subject to Wisconsin Public Records Law

Financing: Sanitary districts have the power to levy general property taxes on all taxable property within the district. Unlike the financing for the Town of Siren, which only grants this power to electors at a special meeting to set the levy, sanitary district commissioners have the authority to levy taxes. Sanitary district taxes are capped at a rate of 1 mill ($1.00 per $1,000 of equalized valuation of all taxable property in the district), except for taxes levied for required maintenance and operation or for the payment of principal and interest on debt.
