Before the town board adopts its final budget for the coming year, the board must hold a public hearing. Wis. Stat. § 60.40(3). This is an opportunity for the board to present and explain its proposed budget and for members of the public to ask questions and make comments about the proposed budget before its final adoption. The hearing is run by the town chair, and at least a quorum of board members must be present. However, no motions are made and no official action is taken at the public hearing – members of the public do not vote on the budget.
